Holly Harris is a Ph.D. candidate and University Ph.D. Fellow in the Department of History at Southern Methodist University, where her research examines how the United States and Russia built — and ultimately failed to sustain — a shared post–Cold War security order between 1992 and 2000.
Her work spans four fields: American foreign policy, Russian and Soviet history, the economic and social history of the United States, and the Atlantic World, giving her a comparative lens on how great-power relationships are made and unmade.
She has held fellowships with the Clinton Foundation, the U.S. Department of State, the U.S. Air Force Academy, and the Gilder Lehrman Institute, and has conducted archival research across the United States, Russia, and the former Soviet world.
